English translation
The local centre made its hall available free of charge one evening a week. When requests increased, management decided to award the slot to whoever booked first. The rule seemed clear and neutral until an employee, Souad, noticed that the same group got the hall every month.
The group was not breaking any condition: one member worked at a computer and could submit a request as soon as booking opened. Other groups had organisers who were working at that time or needed to contact their members before confirming. The opportunity was equal on paper, but the ability to use it was not.
Souad suggested rotating the slot between groups. An official objected that this might deny an active group the hall in favour of a group that did not attend. Another suggested a lottery, while some groups requested priority for those without an alternative venue. No solution pleased everyone.
Eventually, the centre tried a system combining rotation with a cap on consecutive bookings, returning cancelled slots to the waiting list. They agreed to review the results after three months. They did not call the system definitively fair; they treated it as an attempt open to correction. Souad learnt that a clear rule matters, but does not remove the need to examine its effects. Fairness does not begin and end with writing conditions: it also requires asking who benefits from them and who remains outside the door despite complying with them.
